Bing Webmaster Tools AI Performance for Service Businesses
Learn how to use Bing Webmaster Tools AI Performance to measure citations, cited pages, grounding queries, Citation Share, topics and trends without confusing citations with traffic.
Overview
Bing Webmaster Tools now gives site owners a first-party view into how their pages are being used as citations across Microsoft AI experiences.
For a service business, this can answer questions that traditional search reporting does not answer well:
But the report is easy to overread.
A citation is not a click. A grounding query is not necessarily the exact sentence a person typed. Citation Share is not your "AI ranking". And a rise in citations does not prove that revenue increased.
The best way to use Bing AI Performance is as a citation diagnostic layer. It can tell you where your content is being used and what information patterns surround that use. You then compare that with your website analytics, enquiries, bookings, and customer data to judge whether the visibility is commercially useful.
This guide shows how to do that in a practical 30-day workflow.
- Which pages are being cited in AI-generated answers?
- What kinds of retrieval phrases lead to those citations?
- Which topics and intents appear around the citations?
- Is citation activity growing or shrinking?
- Which pages repeatedly support AI answers?
What Bing AI Performance measures
Bing Webmaster Tools AI Performance reports citation activity across Microsoft AI experiences, including Microsoft Copilot, AI-generated summaries in Bing, and selected partner integrations documented by Microsoft.
The exact interface can evolve. The core AI Performance report entered public preview in February 2026, and Microsoft added Intents, Topics, Citation Share, and Compare as additional preview capabilities in June 2026. Treat those preview fields as useful diagnostics rather than permanent schema.
Total Citations
This is the total number of times pages from your site were cited in the AI experiences covered by the report during the selected period.
It is a visibility count, not a visit count.
If your site receives 500 citations and 8 clicks, the citation number does not become 500 visits. It means your content was referenced 500 times within the report's covered AI experiences.
Cited Pages
Bing's current documentation defines cited pages as the number of unique pages from your site that were cited on a given day. In the Pages view, you can also inspect citation counts by URL across the selected date range.
Use the metric as a coverage signal rather than a score.
A service business can use it to answer an important structural question:
Is AI visibility concentrated on one page, or is the site useful across multiple services and topics?
For example:
Neither pattern is automatically better. The right interpretation depends on the site's purpose.
- 300 citations across one homepage suggests strong concentration;
- 300 citations across twelve well-targeted service and advice pages suggests broader topic coverage.
Average Cited Pages
Bing defines Average Cited Pages as the average number of unique pages from your site cited per day across the selected date range.
Use it as context rather than a score you need to maximize. A higher value does not mean higher quality, better rankings, or stronger business performance.
Grounding Queries
This is one of the most valuable and most misunderstood parts of the report.
A grounding query is a grouped phrase or retrieval representation associated with the information Bing's AI systems used to find supporting content.
It is not necessarily the exact prompt a user typed or spoke.
That distinction matters.
If a report shows a grounding query such as:
family photographer outdoor session pricing
it would be unsafe to say:
"Twenty people asked Copilot this exact question."
A safer interpretation is:
"Bing's AI retrieval system associated our cited content with this information need or phrase pattern."
That is still strategically useful. It tells you what your content is helping the AI answer.
Grounding query to page mapping
The report can connect grounding-query patterns with the pages that were cited.
This is where the data becomes actionable.
Instead of seeing only that a query theme exists, you can inspect which page Bing selected to support it.
For a service business, ask:
This is a content architecture diagnostic, not merely an AI vanity metric.
- Is the cited page the page I would expect?
- Does the page fully answer the need implied by the grounding query?
- Is a generic homepage being cited where a stronger service page should exist?
- Is an old page still carrying a topic that a newer page should own?
Intents
In the current preview, Bing's AI Performance interface can classify grounding-query activity by intent categories.
Examples can include informational, commercial, navigational, research, local, creation, or other classifier-defined groupings.
Treat these as useful machine-generated labels, not perfect descriptions of human motivation.
A service business can still learn from the mix.
If nearly all citation activity is informational while the business wants more commercial discovery, that may reveal a gap between useful educational content and pages that clearly explain the services customers can actually buy.
Topics
In the current preview, Topics group related grounding-query activity into broader themes.
This can help you see whether your site is being associated with the subjects you actually want to own.
A salon might expect themes such as:
If citations cluster around one old educational topic but ignore your highest-value services, that is a clue for content planning.
- balayage maintenance;
- bridal hair preparation;
- brow lamination aftercare;
- appointment timing.
Citation Share
Citation Share is a preview metric and is particularly tempting to turn into a scoreboard.
Do not.
Bing describes Citation Share as the percentage of citations attributed to your site for a particular grounding query within the report's citation set.
It is not:
Bing does not turn the metric into a public competitor-domain leaderboard.
Always read Citation Share alongside raw citation volume.
A 75% Citation Share on four total citations can be less strategically important than a 12% share on hundreds of citations around a commercially important theme.
- organic rank;
- traffic share;
- market share;
- a domain authority score;
- a content quality score;
- proof that your site is preferred over a named competitor.
Compare
The Compare view lets you examine citation metrics across periods.
That is useful for spotting movement after a site update, but it does not prove causality.
If citations rise after you rewrite a service page, several things may have changed at the same time:
Use comparison as evidence of movement, not as proof of why the movement happened.
- Bing may have recrawled the page;
- AI demand for the topic may have changed;
- the citation sample may have changed;
- competitors may have changed pages;
- Microsoft may have adjusted the product or reporting.
A simple 30-day AI citation baseline
Before changing content, establish a baseline.
A 30-day period is long enough to reduce the temptation to react to daily noise while still being recent enough to reflect current content.
Record these values:
Do not force a direct mathematical relationship between the top half and bottom half of the table. They are different measurement layers.
The purpose is to watch them together over time.
| Metric | 30-day baseline | Why it matters |
|---|---|---|
| Total Citations | Overall citation activity | |
| Cited Pages | Breadth of pages used | |
| Average Cited Pages | Additional coverage context | |
| Top cited URL | Page carrying the most citation activity | |
| Top 5 grounding-query themes | Information needs your content supports | |
| Dominant intent | Type of information demand | |
| Top topics | Subject areas associated with your site | |
| Citation Share on priority themes | Relative citation presence for those themes | |
| Leads / enquiries | Downstream business outcome | |
| Bookings | Downstream business outcome |
Step 1: Find the pages Bing cites most often
Start with cited pages rather than grounding queries.
For each top page, ask:
AI citation visibility without a useful customer journey can become a cul-de-sac with excellent street lighting.
- What does this page actually help a customer do?
- Which service or topic does it represent?
- Is the information current?
- Is the business identity clear?
- Can a reader move to the relevant service, booking, or contact path?
Example
A photography studio discovers that its article about "what to wear for family photos" receives far more citations than its family-session service page.
That is not necessarily a problem. The advice article may genuinely be the best source for that information.
But the studio should check whether the page naturally helps an interested reader understand:
The goal is not to make every educational page salesy. The goal is to avoid a dead end.
- what sessions are available;
- where the studio works;
- what the experience includes;
- how to view related portfolio examples;
- how to enquire or book.
Step 2: Read grounding queries as information patterns, not prompts
Group your grounding queries into practical buckets.
A service business might use:
Service education
Examples:
These often point to helpful educational content.
- how balayage grows out;
- how long family photos take;
- when to book maternity photos;
- how often air conditioning should be serviced.
Service selection
Examples:
These are good candidates for comparison sections or decision guides.
- balayage vs highlights;
- headshots vs branding photos;
- deep clean vs standard clean;
- physiotherapy vs sports massage.
Local / availability
Examples:
These require especially careful business and location accuracy.
- wedding photographer Krakow;
- massage therapist city centre;
- emergency plumber nearby.
Pricing / planning
Examples:
Pages should answer these honestly. If pricing is quote-based, say so rather than manufacturing a fake fixed price.
- portrait photography prices;
- boiler repair cost;
- hair colour maintenance cost;
- how long a treatment takes.
Aftercare / post-service questions
Examples:
These can attract strong informational visibility and also reduce repetitive customer questions.
- what to do after brow lamination;
- when photos will be delivered;
- how to maintain hair colour;
- what to do after a repair visit.
Step 3: Check whether Bing cites the right page for each theme
A good website usually has topic ownership.
If the grounding theme is "wedding photography packages", you would generally expect a wedding photography service or pricing page to carry the commercial explanation.
If Bing instead cites:
ask whether the intended page is strong enough and clearly linked.
Possible improvements include:
Do not automatically create a new page for every grounding query. Many queries belong naturally inside one strong page.
- the homepage;
- an unrelated blog post;
- an outdated page;
- a generic contact page;
- a clearer H1;
- more direct service description;
- updated inclusions;
- pricing model explanation;
- useful examples;
- stronger internal linking;
- clearer local/service-area information;
- removal or consolidation of obsolete duplicate pages.
Step 4: Use Intents and Topics to find coverage gaps
Suppose a cleaning company sees strong citations for informational cleaning advice but almost no activity around move-out cleaning, even though that is a profitable service.
That does not prove Bing is suppressing the service.
It gives you a question to investigate:
AI reporting becomes valuable when it sends you back to concrete website quality questions.
- Is there a dedicated move-out cleaning page?
- Does it explain who the service is for?
- Are inclusions clear?
- Are location and service-area details accurate?
- Is the page linked from the main services area?
- Is it indexable?
- Is it current?
Step 5: Read Citation Share with raw counts
Never review Citation Share alone.
Use a table like this:
The second row may matter much more commercially than the first.
A percentage without volume is a polished door with no building behind it.
| Grounding-query theme | Your citations | Citation Share | Interpretation |
|---|---|---|---|
| niche aftercare question | 3 | 75% | Strong share, tiny volume |
| core service question | 42 | 18% | Lower share, meaningful volume |
| high-value local query | 0 | 0% | Investigate relevance, indexation and page quality |
Step 6: Compare periods carefully
After making meaningful content changes, wait long enough for Bing to recrawl and for reporting to stabilize.
Then compare:
Keep a simple change log:
This prevents the classic problem of changing ten things and then wondering which change mattered.
- total citations;
- cited pages;
- grounding-query themes;
- topic mix;
- intent mix;
- Citation Share on priority themes.
| Date | Page | Change | Reason |
|---|---|---|---|
| Sep 15 | /family-photography | Added session timing + preparation section | Grounding queries showed recurring planning questions |
| Sep 22 | /pricing | Clarified starting prices and quote-based add-ons | Pricing themes were cited from an old FAQ page |
| Oct 3 | /locations | Consolidated thin city pages into useful coverage page | Wrong page was repeatedly cited for local questions |
Step 7: Validate business outcomes separately
Bing AI Performance is not your revenue report.
After reviewing citation changes, inspect separate operational data such as:
If you use OneStudio features, your website, booking, CRM, customer records, and business analytics can live in the same operating environment. Use that operational data to judge what happens after a prospect reaches your business.
Do not treat OneStudio analytics as a Bing AI citation connector. These are separate measurement layers.
- website visits where identifiable;
- enquiry submissions;
- phone or message leads;
- bookings;
- completed appointments or jobs;
- revenue;
- new vs returning customers.
What to improve when a page is cited but weak
A cited page has already shown some usefulness. Improve it with restraint.
Make the answer easier to extract
Use clear headings and direct explanations.
Instead of burying a key fact in a decorative paragraph, answer it plainly.
Weak:
Every session is a unique journey full of memories and magical moments.
Stronger:
Family sessions usually last 45–60 minutes. Larger groups and sessions with several locations may take longer.
The stronger version helps both the human and the machine understand the answer.
Add practical examples
Service content becomes more trustworthy when it explains real scenarios.
For example:
Examples communicate expertise without needing inflated claims.
- which haircut option suits different maintenance preferences;
- when a repair needs an on-site inspection before quoting;
- how a photography session changes for a family of five;
- why a treatment cannot be booked immediately after another procedure.
Keep information current
Review cited pages for:
Freshness matters most when the information itself changes.
- old prices;
- discontinued services;
- outdated locations;
- old staff names;
- obsolete policies;
- expired seasonal information.
Show evidence where appropriate
Depending on the service, useful evidence may include:
Do not add decorative "expert" language in place of evidence.
- before/after examples where appropriate and consented;
- portfolio work;
- credentials;
- process photos;
- service inclusions;
- real FAQs;
- transparent policies.
What to do when you have no AI Performance data
Zero or sparse data does not automatically mean Bing dislikes your site.
Possible reasons include:
Start with fundamentals.
- your pages have not been cited often enough to surface meaningful reporting;
- the property has low citation volume;
- reporting is delayed;
- pages are not indexed or crawlable;
- your content does not currently match information needs that Bing's AI is citing;
- the report is sampling or aggregating sparse activity.
Check Bing Webmaster Tools ownership
Make sure you are looking at the correct verified property and domain version.
Check indexation and crawlability
Important pages should be reachable and indexable.
Submit and maintain a clean sitemap
A sitemap does not guarantee indexing, but it is a useful discovery signal for important canonical URLs.
Keep local business data accurate
Microsoft also points local businesses toward Bing Places for business information. Your website and local listing should not contradict each other on name, location, hours, or services.
Give it time
AI Performance is a reporting layer, not a button that forces citation inclusion.
A service-business monthly review template
Once a month, answer these questions:
Visibility
- Did total citations rise, fall, or remain stable?
- Did the number of cited pages change?
- Which pages gained or lost the most citation activity?
Demand patterns
- Which grounding-query themes are most frequent?
- Are new themes appearing?
- Are those themes relevant to services you actually offer?
Content quality
- Is Bing citing the page you would expect for each important theme?
- Are any outdated or weak pages carrying disproportionate visibility?
- Is an important service absent from citation activity despite having a strong page?
Relative citation presence
- Which priority themes have meaningful Citation Share?
- Are you looking at raw citation volume beside the percentage?
Business outcome
If you cannot answer #14, do less. Measurement should reduce chaos, not manufacture it.
- Did enquiries or bookings change?
- Did the quality of enquiries improve or decline?
- Is there enough eridence to make a content decision, or are you reacting to noise?
Example: a local photography studio
Imagine a photography studio that offers family, maternity, and business-branding sessions.
After 30 days, Bing AI Performance shows:
The studio should not immediately conclude that "Bing does not like branding photography."
Instead it can audit the branding page:
If the page is thin, improve it because customers need the information anyway. Then watch the next reporting period.
That is a much stronger strategy than stuffing "AI SEO" phrases into the page.
- 180 total citations;
- 7 cited pages;
- strong citation activity around clothing and session preparation;
- moderate activity around maternity timing;
- almost no activity around branding sessions.
- Does it explain what a branding session is?
- Who is it for?
- What images are typically created?
- How long does it take?
- Is location flexibility explained?
- Are portfolio examples present?
- Is the booking or enquiry next step clear?
- Is the page internally linked?
- Is it indexable?
Common mistakes with AI citation reporting
Mistake 1: Treating citations as traffic
A citation can appear without a visit.
Mistake 2: Treating grounding queries as exact prompts
Grounding queries are retrieval representations, not a guaranteed transcript of what a person typed.
Mistake 3: Treating Citation Share as rank
It is a citation percentage for a grounding query context, not a search ranking position.
Mistake 4: Optimizing for the report instead of the customer
A page that earns citations but confuses customers has not completed the job.
Mistake 5: Chasing every tiny query
Do not create one page per grounding phrase. Group related information needs into useful topic ownership.
Mistake 6: Claiming causality from a date correlation
If citation activity rises after an edit, record it as an observation. Do not announce the edit as the proven cause without stronger evidence.
Use AI visibility as a diagnostic, not a trophy cabinet
The most useful question is not "How many AI citations do we have?"
It is:
"What does the citation data tell us about the usefulness, clarity, coverage, and commercial journey of our website?"
Use Bing AI Performance to discover which pages and information needs are already useful to Microsoft's AI systems. Then improve the website for real customers, keep the service journey clear, and validate the result against enquiries, bookings, and actual business outcomes.

Questions businesses ask
Is a Bing grounding query the exact question a user typed?
No. Bing describes grounding queries as grouped retrieval phrases or representations used in the citation process. They should not be treated as complete individual user prompts.
Does a Bing AI citation mean someone visited my website?
No. Citations and clicks are different events. A cited page can be displayed as a source without the user visiting it.
Is Citation Share an AI ranking score?
No. Citation Share is the percentage of citations attributed to your site for a grounding-query context. It is not rank, traffic share, authority, or a quality score.
Can Bing AI Performance show which competitors beat me?
The report does not function as a named competitor leaderboard. It shows your site's citation activity and share context, not a full list of competing domains with a definitive "winner" ranking.
If citations rise after I update a page, did the update cause the increase?
Not necessarily. The timing is useful evidence, but other factors can change simultaneously. Use period comparisons and a change log, then look for repeated patterns before making causal claims.
